Ontario Autism Program (OAP) 2026 Guide
The Ontario Autism Program is the main way the province helps pay for autism services. It is also one of the most confusing systems parents deal with, and we get OAP questions from families every week. This guide explains how the OAP works in 2026, what you can use now and what to do while you wait.
What Is the Ontario Autism Program?
The OAP is run by the Ontario Ministry of Children, Community and Social Services. It supports autistic children and youth under 18 who live in Ontario. Families register through AccessOAP, the program’s intake organization.
The OAP covers Ontario only. Other provinces run their own programs.
What Changed in the OAP in 2026?
The 2026 Ontario budget set OAP funding at $965 million for 2026-27, including $186 million in new money.
More money has not ended the wait. As of March 4, 2026, 91,974 children were registered, and 71,263 of them were still waiting for a core funding agreement. We share these numbers because families plan better with real ones. If you can, don’t wait for OAP funding before getting help.
The Five Parts of the OAP
1. Core Clinical Services
This is the largest stream. It funds evidence-based services such as:
- Applied Behaviour Analysis (ABA)
- Speech-language therapy
- Occupational therapy
- Mental health supports
Families are invited in registration order. An AccessOAP care coordinator then completes a determination of needs with you, which sets your funding amount. Funding is paid to your family: in one payment for amounts under $25,000, or in instalments of up to $25,000 for larger amounts. You pay providers, then submit an expense form with receipts.
2. Foundational Family Services
These are open to every registered family. They include workshops, peer support and coaching. Many parents never hear about them, so ask AccessOAP what’s offered near you.
3. Caregiver-Mediated Early Years Programs
These coach parents of children aged 12 to 48 months. You learn strategies to use during daily routines. They pair well with early intervention ABA if you want more support at home.
4. Entry to School Program
This helps children aged 3 to 6 get ready for kindergarten or Grade 1, then supports their first months of school. Read our guide to the Entry to School Program in Toronto.
5. Urgent Response Services
These give short-term help to children and youth in a crisis, focused on safety.
What About Childhood Budgets?
Childhood Budgets are an older form of OAP funding. Children who registered on or after April 1, 2021 do not receive one.
How to Register for the OAP, Step by Step
- Get a diagnosis. You need a written autism diagnosis from a qualified professional.
- Register with AccessOAP as soon as you have it. Your place in line starts on your registration date.
- Keep your contact details current. Invitations arrive by email, by mail or in the AccessOAP family portal.
- Join foundational family services right away.
- Plan for the wait. Decide whether to start private therapy now.
Choosing a Provider for Core Clinical Funding
You choose your own provider once funding arrives. Check three things before you commit.
- Registered clinicians. The OAP guidelines require ABA services to be delivered or supervised by a Behaviour Analyst, psychologist or psychological associate registered with the College of Psychologists and Behaviour Analysts of Ontario (CPBAO). You can check any name on the CPBAO public register.

Starting ABA Therapy While You Wait
Many families start private ABA before OAP funding arrives. Early support matters, because skills like communication and daily routines build on each other.
Private therapy does not change your place in the OAP line. When funding arrives, you can usually keep the same provider if they meet OAP requirements. That avoids a stressful switch. One caution: services bought before your funding period starts can’t be claimed.

OAP Support in Toronto and Mississauga
The OAP rules are the same across Ontario. The local services around it are not.
Toronto. Surrey Place leads the Toronto Autism Services Network, which runs OAP programs such as Entry to School in the city. Many families combine these with ABA therapy in Toronto delivered at home or at daycare.
